Déséquilibres et fragilités

Les textes réunis dans ce numéro explorent le sens que déséquilibre et fragilité prennent comme attributs pas nécessairement complémentaires d’un milieu que pour différentes raisons se trouve, ou vient se trouver – parfois tout d’un coup, comme suite à un désastre naturel – « sur le fil ».

La condition d’instabilité que ces deux substantives identifient (comme quelque chose qui « déplace » un état sinon perçu en équilibre) renvoi à une multiplicité de connotations – celle de la disproportion, de la précarité, de la rupture, de la transition, etc. – qui interroge à différentes échelles le sens des choix qui accompagnent les transformations d’un lieu, ou entre des lieux. De quelle façon la tendance à l’instabilité inscrite dans les notions de déséquilibre et de fragilité, et les attentes et les espoirs qu’elle incorpore, élabore de nouveau la compréhension et/ou l’expérience du lieu ? Que devient-il tangible une fois qu’on prend en compte le côté « faible », « sensible », d’une situation ?

En ce sens, déséquilibre et fragilité deviennent centraux car ils réclament de prendre en compte et de sonder toute l’épaisseur temporelle d’une situation social et politique, autrement forcée de plus en plus dans les contraintes de l’urgence, et réduite au caractère immédiat des dispositions qu’elle nécessairement implique.

Imbalances and Fragilities

The texts collected in this issue explore the conditions of imbalance and fragilities of a place and /or between places, and the meaning that they may have, as the not necessarily complementary attributes of a milieu which for different reasons is or is going to be - sometimes abruptly, as after a natural disaster - in the balance. The condition of instability (as something that “moves” a state otherwise perceived in equilibrium) the two nouns identify, refers to a variety of connotations - disproportion, inequality, precariousness, break, transition, etc.. Each of them query at different scales the sense of choices about the transformation of a place. How does the instability inscribed in the categories of imbalance and fragility, and the expectations and the hopes that it incorporates, orient the understanding and the experience of that place ? What becomes tangible if, for once, we consider the weak and sensitive side of the things ?
Imbalances and fragilities become central because they claim to take into account and explore the whole thickness of a temporal dimension otherwise forced into the urgency’s bottlenecks and into the immediacy of the action this urgency “inevitably” implies, so to force us to consider the social and political dynamics in a long time. And, today, where the “crisis” in its various forms was taken on as structural condition, in Europe and in the world, there is not lack of the examples of that.
